Any horses you see with the affix "ℋօʀɨӡօռ ғᴏʀ sᴀʟᴇ; ᴘᴍ ᴍᴇ " are literally just that, for sale; or will be for sale as soon as they're blupped 100%. Most of these horses are sold for 20+ passes / 100k+ equus. It all depends on their genetic potential and/or bonuses & unique attributes (golden apples / backgrounds / etc).
