Even if a horse is not listed as negotiable, it is. Though I have literally 10k+ horses for sale, numerous with the same name for the same price, so if you are interested in it but want to negotiate the price, please message me with name, breed, age, the cost it is listed for, and your subsequent offer. If you give me all of these details, 9 times out of 10, I will be willing to pull it and reserve it to you for your offered price.

If interested in black market items, message me with what items you are looking for and at what price you are offering. I have my own prices in mind, but again, if you follow directions, I am more than willing to cut you a deal.
