I have a horse with a Chronos' Timer but it doesn't work

Check if your horse has a Water of Youth. If it does, then both items working together may seem as if the Timer doesn't work.

The Timer doubles the speed with which your horse gains skills. If your horse would normally gain 2 skill points, the Timer would make that 4. Add a Water of Youth and this will be halved again, simply because the aging speed is halved. A horse that gains 4 skill points per aging of 2 months will gain 2 skill points per aging of 1 month.
