Pass seeds are grown in your equestrian center, exclusively on large meadows, using manure fertilizer. You will need 25 pass seeds for them to grow. The growth time is 30 days, and one harvest yields 100 passes. You can also only plant Pass Seeds in the Fall season on the game.
