If you look at the description for Lugh, I think Loin is supposed to be Iron It makes sense, he offers 1 ZLB, 1x Iron or 5 AP. Like you I'm disappointed he's in the GC, I think I'll hold out over these next couple of promos and hope one I like better comes along. Seriously hoping for Brigid or some of the other Celtics, even if my Morrigan isn't the most generous of Divines

How many passes on average does it take to get a divine in the GC? I kinda am interested in thie new celtic

GC, there was a safeguard keeping you from spending too many passes - after a certain amount of HoP/TC/GF opened, the divine woul appear in the reserved sales for you. If you kept opening the luck item containung the divine (TC/GF or HoP), the price decreased until 5 passes.
For Acquarius, it was x golden fleece opened --> Acquarius appeared in the sales reserved for you at 20 passes --> for every additional fleece opened, the price dropped by 2 passes until the minimum of 5 passes is reached. On top, by participating in the objectives beforehand, you can work towards a bonus, such as 2 golden fleece opened = 1 for free.
