My translation of above:

Libra can be found in the Challenge of the Titans (level 6), from the start to the VIP and during the festivities for everyone.

(It looks like there are a few changes to it)
The Grand Challenge:

- Interface objectives / puzzle pieces
* In block targets, it displays the actual piece of the puzzle in place of the generic part.
* More animation shows the image of the puzzle piece to move to its place in the puzzle.
* All special offers are displayed instead of just the current one. This way there is no surprise.
- The distribution of gold chains (I believe this refers to the horseshoes) has also been changed:
* Iron gold 1: 1st goal directed (rather 9th)
* Iron Gold 2: 12th goal directed (instead du18ème)
* Iron or 3: 24th goal directed (instead of 27th)
* Iron or 4: 36th goal directed (instead of 36th)


The festivities

- You can offer raffle tickets to the same friend once a draw, not once over the duration of the raffle.

- A history of raffle tickets available to friends added.

- Gifts of the raffle were slightly changed, for greater diversity.

The W____H____ promo is next for Ptah. Apophis we have no information on next but is likely to come in the promo after the Great Challenge( Libra to be released).

Anyone know the perks for Libra and/or Ptah?

Great challenge where Libra will be released. Until it is proven a fraud I would just keep it n the back burner. If it is indeed the one after the next promo it will be known in about 3 weeks.

I really hope it isn't a hoax...I'm looking forward to trying to get Apophis!! I guess we'll just have to wait and see.

The Great Challenge and The Festivities
Up until 20th September 2016, find as many horseshoes as you can to get bonuses in the grand festivities which will follow!

The Great Challenge
Objective interface/puzzle piece

Displays which piece of the puzzle will be won instead of a generic display.

Earn prizes using pieces of the puzzle. The gifts from the puzzle were slightly adjusted.

The distribution of golden horseshoes has also been changed:

Golden horseshoe #1: on completing the 1st objective (was 9th)
Golden horseshoe #2: on completing the 12th objective (was 18th)
Golden horseshoe #3: on completing the 24th objective (was 27th)
Golden horseshoe #4: on completing the 36th objective (no change)

The Festivities

You can offer lottery tickets to the same friend once per draw (instead of only once per lottery)
A history of lottery tickets offered to friends was added.
The lottery gifts were changed slightly, for more diversity.

The festivities will cause the divine horse Libra to appear in the Titan's Challenge and a Grand Lottery.

Libra and Serpentarius
The Zodiac horse divine collection is finally complete! Libra is the last from the series. Players who have them all also get Serpentarius
Libra

Libra is one of the divine horses of the Zodiac.

Libra will give you a present on the 7th of every month (after the daily update), provided you have logged in at least once over the previous 3 days: 1 x Medusa's Blood to be used within 90 days.

If you were born under this sign, Libra will give you 1 x The 5th Element every year, on your birthday, if you log in on that day.

What's more, the 22nd October, when the daily update takes place, a Libra horse is offered to a player native of this sign.

By collecting all 12 horses of the Zodiac, you will get the horse, Serpentarius

Serpentarius

Serpentarius is one of the divine horses of the Zodiac.

When he wins his very first competition, Serpentarius offers you 1 x Special 5th Element that allows you to customize a horse with the 5th Element coat of your choice.

You will receive Serpentarius when you have bred all the other divine horses of the Zodiac. You cannot breed more than one of Serpentarius.

A Special 5th Element? When the only one I am missing is Metal? Wouldn't that be nice! Oh well, I'm not going after purchasing all of them if they are released in sales just for that, I could outright buy *several* in sales for what that would cost...

The Great Challenge is back already? I thought Howrse only did them once a year at most?

I liked it though. It was a tad boring but these last few promos have been a lot of work, so I'm down with a more laid-back one. Will the objectives be the same level of difficulty?
